Or having a good reputation with one of the factions who could give you access to that stuff, like the Waterfront Gang or the Black Hooves.

definitely remember finding it, but yes there has been a bone pit encountered previously in the game, filled nearly to the brim with the bones and skeletons of dozens of creatures, possibly even hundreds. It might still be around, assuming it hasn't been cleaned up by the authorities.

Even hard drugs like methamphetamine would be only level 3 (military) because of their usage. The restriction access level system is handy to show what needs more money or better connections to obtain.
