It also says that the Cauchemar is "the size of a light warhhorse," which is to say, the size of a 900-1200 pound riding horse, in the same article. A mount that is as big as the "huge" monster size is pretty useless anyways. You couldn't get close enough to an enemy to hit it with a sword, you couldn't take it indoors or in tight streets, you'd be limited in mobility, logistics, and many otherways. It would take more than a round to mount an animal the size of an elephant, whereas a draft only takes a standard action. The magic of an outsider can solve many of those problems, but not all of them. To be sure, something like an elephant as a mount has very clear advantages under many circumstances, but is not very good as general heavy calvary.
To be frank, the smaller riding horses are actually superior to draft horses as calvary. Draft horses really were only used as prolifically as they were because of the desire to armor riders and armor horses, thus the strength was appreciated, but the agility and other benefits of smaller horses like Arabians meant that these horses replaced drafts in combat as armor became useless.
I think the most natural interpretation of the Cauchemar is that it is draft horse sized, but so powerful that it has many of the features of a huge sized animal, ad should be treated as a huge sized animal for the purposes of hit die and monster advancement, but is still onlt a 1900 pound 17 hand horse to the guy who wants to mount her
