At Tracy's max speed laden, she will take over an hour. So, after about 45 minutes of travel, Tracy is the first to meet up with Thez, who is on her way back to meet the party. The destination is obvious by this point, a large and jagged-black stone city further to the south.

She's not carrying anyone is she? If no, it would take her just under 2 hours. Its 80 miles to the destination, and her max speed (full run) is 320 feet/round. Assuming she doesn't rest (which she would have to) that comes out to ~132 minutes. That also assumes she doesn't run into anything

Since I know someone is going to ask, Thez' base speed is 111 (its mathematically 110 but Xp), which through Run feat is a max of 555/round. However, every 4 rounds she can Dimension Door another 3240 feet.

Typically no, and neither can outsiders be resurrected. When an outsider is killed outside their home plane, they are forcibly returned, and when they die on their home plane they cease to exist.
As far as movement in/around the city, there is plenty. Differing shapes and sizes can be seen from distance, some very clearly not humanoid. The city appears quite active.

As the hallway progresses further, larger and larger tanks hold increasingly sized creatures, including - at the end of the hallway and adjacent to a stairwell, a cloud giant in the largest.
The tanks have lines and tubes running from the base to the mouths and along the creature's body. Its very mad-scientisty.
It's established that the largest creature is a Cloud giant. What about the remainder of the creatures? Are they essentially the same as the creatures seen at the walls?
