First, my credentials. I came into this world lacking in direction myself, and Port Barry was an agricultural city that occasionally served as a haven for pirates. I cleaved off the arm of an arch demon that was attacking the city in front of the citizenry, which endeared them to me. When the city burned down after a demon attack, we rebuilt it with new industries that made the city wealthier. What happened is that we gave the citizens hope, by showing that we good visibly improve the quality of life by proving new jobs and opportunities through trade, and purpose through Football. Now, they follow me and us proudly and willingly.
My first proposal: open a Football franchise in Sparintenar. Now, two things are readily appearent about Sparintenar: that the people crave entertainment, and that the people are militaristic and tribal in nature. Football is divine, but it is practical as well, and it entertains like nothing else, while going to the core of humanity's tribal nature. Whereas a song entertains for three minutes, football entertains for three hours every game, and then there's talk about sports celebrities, training and playing the game, making your children go to practice, it goes on and on. People build their entire lives around it, like a religion. Truly, it is a religion. Second, Football is essentially war in a non-lethal form. The players come together in close formations with defined strategy. They take orders and obey a hierarchy. They physically tackle each other. But the fans - they circle around their home team, rooting them on, as their team plays against another city. During the game - and after - the entire city is united around its team as it plays against another city. Like the fans are united as if in war, because its all the same instincts as war. But the two cities remain friendly with one another, even part of the same nation. And training and skills for Football, are usable in war as well. I think this could solve your problem.
My second solution: capitalism and consumerism. Hear me out on this one. I understand that your culture here is utilitarian and austere. Everything is function, because of discipline and resources for war. But it is human nature to want more, and I think it shows in the way your citizens crave entertainment. Now, if each person is free to improve their lot in life, and if trade allows an inflow of new luxuries, people are hopeful of improving their personal situations. They feel like they can command their own lives, and many of their desires are sated. This keeps people satisfied and content, and staves off rebellion or disunity. Here's what I propose. Your city is industrious, and produces many wares. Historically, most of this is used domestically, while some went to pay tribute to the emperor. But what if - what if - your city's excess goods were traded to Port Barry? You could receive from us fine jewelry, fine leather craftsmanship, exquisite steaks, well crafted furniture, and other goods that, while perhaps not as functional as you are used to, add a spice and happiness to life. Your citizens will appreciate this change.
Finally, perhaps you can keep doing what you have been doing, if only we can find a common enemy. Now, i can't say I understand the political landscape here very well, but I do know a phantom menace can be generated when need be. Work with me and ally with me as we rid this world of hostile powers, and you'll quickly have a common enemy to unite the citizens, and perhaps even this city to others.
