Some reservists are also recruited from conquered territories

I imagine many Equestrians, even if their government was the one to strike first, feel like New Mareland stabbed them in the back by invading Equestria at the same time as the Changelings. Combined with the hostility of the Black Hooves towards Restorationist sentiments, they likely seem more like foreign invaders than benevolent peacekeepers in the eyes of the average citizen.
