"I wouldn't pick up a small snake. And besides, you knew she was going to slither out once you grabbed her anyways."

Rover:
"Don't be such a pussy. These constrictors can't move as fast and are friendlier anyways."

Pegasus:
"You've spooked her"

Bat:
"You clearly can't stop her."

Rover:
"Because you aren't helping. Now get over here. She'll be fine."

Kira scrunches her snoot mega hard as she blushes in indignation, partly from being handled suddenly but more so from these ponies seemingly ignoring the fact that she is a fully sapient creature.

"I'm still here and can still hear you, you know? You don't have to carry me to this 'truck', I want to go willingly."

Free Rover shows Kira that he can scrunch too, and looks at Kira
"Alright, tell you what. If you can move your... lamia, you called it? To the truck, we won't touch her. Just come this way, Ma'am."

They walk back, past the two ponies in black, and towards a truck with a green tarp in the back. Kira probably can't recognize it as such, but it's a light truck in the style of a military supply vehicle

Kira's snoot relaxes back into a smile, and probably not for the last time today she lets out a sigh. "Thank you!"

Following the ponies from Customs, she slithers past the two black clothed pony towards the green machine. Recognizing that there's room in the back for her, she climbs in, pulling her long tail inside with her and wrapping it around so she can fit. The rear suspension of the truck creaks as the additional weight of the lamia is put onto them.

All three ponies follow, and get in the back with her. Free Rover gets very close to the cab, taps on it and says

"Alright, to the customs house."

The Pegasus sits by the end of the car, and closes the tailgate. The bat pony sits nearer the middle. All three are basically forced to sit near Kira. Each side of the back of teh truck has a bench style seat, and Kira may sit on it, the floor, or... well, probably even on the ponies. If Kira fails to get in quickly, the ponies will pick her up to put her in. She must necessarily curl up, as it is shorter in length than her.

Internally, Kira is starting to question if her tribe made the right call sending her here, as these ponies in Not-Equestria have certainly not been living up to the stories she had heard about this place. Still, she must not give up hope! She's on an important mission, and her tribe is counting on her!

She gets up rather quickly into the back of the truck, so there is no need to marehandle her. She attempts to "sit" on the bench, with her tail spread out along the bench and the floor with the very end of it coming back around to be in her 'lap'.

"So...why are you three acting like I'm a pony with a snake?"

She looks at the bat pony, who shares so many similarities to her in how their pony parts look.

"My people are being genocided. Our home got invaded and taken over by hostile forces. I was sent to see if Equestr...Baltimare-Tenochtitlan Governate would take us in, let us resettle somewhere as loyal citizens."

The bat pony's ear twitches, and then flops

But Free Rover leans over, and attempts to place a hoof on Kira's pastern. He looks Kira right in the eyes, or tries to.

"Opening up Equestria to the world was the policy of the last princess, the Purple One. She is not in charge now. Now, the policy is Equestria for Equestrians. The State has an idea of citizenship that involves a shared cultural, historical, and even ethnic heritage of its citizens. What this really means is, Equestria for Ponies. Whether you like it or not, disagree with it or not, Equestria is not open to refugees or asylum seekers. There are millions of griffins, zebras, and... I can't even guess the races at this point. I swear, every week there is some new race of something that can talk. But all of those millions... if they came here, well... Even the Socialists know that more creatures means fewer open jobs, lower wages, higher rent, and higher prices, and they don't want that.

So, only ponies get instant visas, and even they usually have to sign up for military service or certain jobs. There are a few Kirin, Deer, and Horse visas, and work visas for griffins and zebras... But for the odd races the politicians didn't think about, like Lamias? Well, there just aren't any options. So for a sapient creature that enters onto our shores by illegally stowing away in a boat, well, there is nothing we can do, but send her back to Macawia."

He moves back
"But for an exotic animal, even a magical monster? Well, that's different. It's not as strictly regulated. So long as certain paperwork is done, even a very large, dangerous, carnivorous magical creature like, say, a giant snake could be brought in."

Kira's ears droop down, and she looks very saddened by what Rover has to say. The rubbing of her tail between her forehooves only intensifies.

"...no. No! I can't give up! I won't! My people sent me here for a reason, and I won't let them down! I'm staying!"

She settles back down before she looks at the bat pony.

"That Equestria was a land of friendship and harmony, where all beings got along and all were welcomed as long as you were friendly as well. A distant paradise."

The bone naga is an excellent creature because it's one of those few undead that's bound to the creature that creates them, so you don't need to independently control it.
It also has innate Sorcerer casting, which is nifty.

"Alright, 'Kira'" And the vehicle stops.

"We're here."

The ponies get out, and they are within the fence of a fairly large building with a number of windows. There is a door which the pegasus goes through first. Going inside, Kira sees an area that is perhaps best likened to a police station. There are several desks with seats in front of them, cabinets with paperwork, rooms off to the side with single seats in them, and then through an open door, what look like jail cells.

In the far side of the room, two Ponies are dealing with what appears to be a doe in a blue dress. The deer is smaller than the pony stallions Kira has seen, although just a little smaller than the ponies near her. She has white spots in a line across brown fur, a short brown mane, those more or less rectangular shaped ears and from her body just looks... delictible. Kira avoids invasive thoughts of eating the ponies around her, despite them being the size of her regular prey, but the deer... is a bit different...

"That is my name!" The deer yells at a pony in a foreign accent.

Next to her is a white unicorn mare in a blue outfit and a black unicorn stallion in green, and looking at their expressions, Kira may suddenly feel like she's not being treated so bad by the ponies.

The black stallion says
"Then why has Lushi not found any records of you ever living there?"

The white Unicorn says
"Then why did you give us a different name until we found your expired work visa?"

The Deer angrily replies, moving closer
"Because the paperwork was lost in the war, and because I go by different names, and the pony who sat at that desk before made me use my old name." She says with venom.

Kira can see that the bat pony was directing Kira to a seat near a desk, but when the argument heats up, the bat pony has to peal away to deal with that, as does Free Rover. Kira is left with the pegasus pony, who takes Kira into a room. The room looks unpleasant, with a microphone a desk, two chairs on either side, and a chair in the corner. It looks like an interrogation room.

"Let me get the papers" the Pony says, leaving her in the room. The room does have a door and some sound insulation. She is left alone for a minute, if only a minute.

In the boorus, "Naga" is aliased into "Lamia," Thus they are the same thing, and Lamia is the more official term. I've thought about encounters with Lamias before but now the official lore is that they are not believed to be extant in the Equestrian continent. Of course, if they were, it'd be near where posey is.

I'm still unsure, but just for the record, Silver defeated 4 times as many enemies in the last week as Posey has in her career. Granted most of those were allied kills, but still

Certainly, these fairly unwanted feelings are not helped by the fact that she ran out of rations a while ago while on the boat and bananas are not a sustainable food source on their own for a lamia. She has to actively shake her head and force the thoughts of tasty deer out of her mind as she passes by. While left in the room by herself with nothing but her thoughts, she hopes the deer in the other room will be okay, as it seemed like things were not going well for her.

The pony comes in with a set of papers, and mostly stares down at them

"Okay, so you want to import an exotic monster. I'm going to have to ask you a set of questions.

What type of monster is it?
What is the origin of this monster?
The age?
The sex?
Color?
Size?
Distinguishing features?
Is it a carnivore/Herbivore?
Does it have a history of attacking creatures?

And then a series of questions about illnesses, such as has it ever had
Wasting disease
Distemper
Parasitic infections
Immunodeficiency
Tuberculosis
Purple Please
Lime disease

And of course,
If female, is your monster pregnant/carrying fertilized eggs?

The pony looks stupefied, taking a moment to attempt to begin to approach answering her question, before saying.
"Just list everything."

Kira nods in response, and starts with the biggest items in her possession: namely, her leather armor studded with metal scales, her spear, her bow, and the two bags of arrows. Next she gets the tent and bedroll on her backpack and saddlebags, then the items contained in said bags: a flint & steel, some hemp rope, a waterskin, a whetstone, a lantern and some lantern oil, a set of wool clothes that seems like it would fit the lamia, a set of fine artisan's tools, and a pouch containing various items used for spellcasting. Finally, she pulls out a sack that jingles and jangles as she sets it down, and opening it reveals it contains coins of various foreign makes, a few pieces of fine crafted gold jewelery, and even a (small) gold bar or two. It's from this sack that she pulls out a pair of gold bangles with jade insets that depicts what seems to be a lamia eating its own tail, and puts them on.

"Holy..." The pony pulls back his head, and his right leg up in the air, clearly very surprised by the bow, and especially, by all of the gold.

"Okay... lots of gold... Better write that down..."
After a couple minutes, he stands up and says
"Okay, we can't just take your word on illness and infection. You have to be examined. I think there's a vet here."

He goes outside and

White Unicorn:
"And your roommates all involved in criminal activity?"

Deer:
"They were roommates you imbecile. And I know you don't have evidence against me because if you did, you wouldn't have released me from jail after five days to here!"

The pony moves them past fast, until they go through another door into a room with a steel table and a pink unicorn mare with glasses, a white lab coat, and a tied back brown mane. She frowns, and seems a little uncomfortable with the large Lamia in the room.
"Alright." She says "Time for a quick exam to make sure you aren't carrying some sort of horrible disease that could harm our livestock population."

She checks Kira's ears, her eyes, under her mane, and of course,

"Now, open your mouth..."
And looks into her mouth.

"So, how long has it been since your been in contact with a farm? Either for plants or livestock?"
She looks up and down Kira's scales, evidently looking for external parasites.

"Now let me just"
She presses down against Kira's body itself on her stomach and lower in her body (her womb), trying to feel if there is anything there.

"So, have you eaten anything recently? Like sheep, or goats, or... whatever wildlife they have there.

She smiles very widely, showing off her rather nice, white teeth "Any... zebras? We need to know to make sure you're not carrying over any parasites or diseases by accident."

The veterinarian says, "Circular Cauy, could you step out? Actually, could you go back to the room and get her paperwork?"

The pegasus looks uncertain, but says "Sure thing, ma'am" and leaves. Kira is alone with the unicorn

"Okay, now that he's gone. Have you ever eaten a zebra or other equine? And especially, have you eaten one in the last two weeks? I won't tell them, I just need to know if you might have tapeworms that could infect ponies, or if you could be carrying one of their diseases, or prions." She continues that extremely toothy smile

"Also, I need to check your fangs."

Kira really hopes the deer will be okay. She's pretty worried now.

Her first reaction upon seeing the vet is pretty predictable: a gasp, followed by the excited exclamation "A pink pony!"

She complies with the vet's requests and examinations. Examination of her mouth reveals that she appears to have a sort of 'false jaw' that allows her to either look and talk like a normal pony or allow her to fully open her mouth to swallow prey, but she doesn't get a demonstration of what it looks like fully open at the moment.

She finds no sign of parasites in or on her scales. In fact, they are absolutely pristine for having been in a crate full of bananas for a period of time. She answers that the last time she had contact with a farm was in Macawia prior to boarding the boat, when she managed to negotiate with a farmer to purchase a pair of goats. She does not explain what happened to the goats, but it isn't too hard to guess.

She blushes in surprise as the vet begins her examination of her stomach and womb, but remains still and doesn't fidget. The pink pony finds nothing of note in her examination of Kira's body to make her believe she is either pregnant or has something in her stomach.

As she asks about what she has eaten, that's when the goats are mentioned again: "Well, there were the goats before the trip...then during the trip I had to rely on some dried meat rations. Not ideal, but it staved off hunger. When I ran out of them I had to rely on the bananas, but it isn't good for a lamia to eat only fruit for an extended period of time like that." Her stomach growls to cap off her sentence.

She looks a bit mortified as she is asked the question about eating zebras or equines. "No nonononono! I haven't eaten a zebra or any sapient creature ever, honestly. I'm not like that."

With the final request, Kira opens her mouth, fully. It's honestly a bit disturbing, how her face contorts as the 'true jaw' opens up to reveal a cavernous but smooth maw that leads down directly to her throat. She can also see her tongue looks a bit like a hybrid between that of a pony's and a snake's, like a long thin pony tongue but with a split down the middle like a snake's. As for the fangs, in addition to having a 'false jaw', Kira seems to have 'false fangs': when her mouth was closed, they looked like bat pony fangs, but now with her mouth fully opened they appear to be longer and intended to hold prey in place as she swallows them whole.

She is indeed a pretty pink pony. She even smells like roses, unlike the zebras Kira is more familiar with, which smell... not as good. She smiles awkwardly when Kira says this.

She's methodical and thorough, and shines a light into Kira's throat and looks carefully.

When Kira's stomach growls, her ears go down, and she takes a step back. But she looks fascinated examining Kira's mouth. She uses the edge of a forcep to try to extend Kira's fangs out, and Kira probably gets the impression that she was attempting to draw venom if any existed.

She smiles to Kira.
"Well, there you are. Healthy as a horse-snake and ready for release."

Kira may have a small amount of time with the pink vet pony if so desired

She goes over to to the door and opens it and...

Black stallion: "There are no documents ever placing you in Lushi[/b]"

Deer: "Because my clan aren't citizens! They are Itinerate residents!"

Bat Pony: "We called the governor in Talvona. There are no Sangee tenants in that area!"

The deer moves forward: "Are you dense! I just said we are itenerate! They likely moved! Especially after you ponies invaded!"

The pink pony says to Circular Cauy,
"Kira passed! No diseases or anything!" and rapidly leaves the room

Cauy taps Free Rover's shoulder, who looks like he's about to physically tackle the deer. "Come on!" he says. Cauy grabs some paper, and he, Rover, and Kira all go back to the original room.

The door is closed shut, and rover whinnies angrily and flips his tail. He sits down next to Cauy, who takes the lead

"Okay, so, as a magical monster, you are going to need an owner. Someone who is responsible for any trouble you could cause and basically keeps you out of it."

No venom from the horse-snake. Unlike the hypodermic needle-like fangs of a venomous snake, these appear solid and, like mentioned earlier, are meant to hold prey in place. She would at the very least ask the pretty pink pony's name before she leaves, and thank her for the examination.

Kira looks to Rover as the door is shut. Even when angry, ponies are adorable.

"Well...has a magical monster ever claimed ownership of itself?"

"Helping Heart" she answers, smiling, though still a bit awkwardly.

I sort of want to add that she stretches Kira's mouth open wider than was likely necessary out of curiosity but... That's unecessary and also we're past that

Rover crosses one leg on the table, pulls his ear back, and frowns as he sits.

Cauy replies,

"Well... No. Well let me explain what ownership is. You see... Uh, do you have laws and law and order and... morality over whereever you came from? Because it's basically that. The thing is, someone needs to be legally liable for the things that the lamia, this 'Kira' does. You see, a magical monster, well, first off something like that could just flat out eat ponies. It could eat foals. And even if it didn't or couldn't, a large snake could strange a pony. Or break their ribs or legs. And then of course a large monster could eat other pony's pets, or livestock. Now, in all of these cases the solution is pretty simple: kill the monster. But that's not good enough, because there is also the question of financial compensation. And then there is all sorts of trouble a monster could cause that doesn't really warrant killing it. Like for example, if it causes a car accident by crossing the street. Someone needs to be able to pay money for that. Uh, do you understand?"

Kira slowly nods, generally understanding but also wondering why anyone would think she would do these things.

"Okay then. If you don't mind me asking, you have been so helpful to me already...do you have a solution?"

"Who is your owner?" He asks

"Who is to blame if you do anything wrong? Because the State is not going to take the burden."

Now this question causes her to tilt her head slightly.

"I figured I would take the blame if I did anything wrong."

"And who are you?" He asks. Even though Kira has told a pony standing near him her weird, foreign language name an hour ago, this sounds like a question he actually wants an answer to.

"Okay, so, we can make Kubana Kirafiki the owner of 'Kira the lamia' here... Make Mr. Kirafiki responsible for any and all damage caused by Kira, and once we have the letter ready, you carry that around as a form of ID.

So basically any resident of Baltimare has to carry an identification card. If they don't, they can be arrested and detained indefinitely as suspected spies or rebels. Animals of course don't need these, but expect for a couple protected species, animals can be shot and hunted, especially in urban areas. So if instead you have a certificate of ownership, no one can harm Kira without causing harm to Kira Kirafiki, whose property is protected by the State. And this means the police can't take you out of public property without cause. That makes sense, right?" He looks at her, but he has no expectation that she's following.

"So, basically, the rules are these

One, don't eat ponies. They are protected by the State. And not just ponies, also non-pony subjects
Two, don't harm ponies. Even accidentally like by breaking a leg while squeezing. And if a pony attacks you - well, if you do more harm to that pony than they do to you, you're probably going to be in trouble.
Three, don't eat other pony's animals. They can't attack you so long as you are owned, but you can't eat or kill pets or livestock.
Four, if ponies don't want you in their stores or whatever, you have to leave.
Five, look before crossing the street. You see, if you cross the street when there is no crossing, and you cause a car accident, Kubana Kirafiki is at fault."

He goes on a little while explaining things like street crossing, knocking over ponies on the street, and knocking over items in shops, and how Kira could have to pay money even if it's an accident.

Once Kira is done receiving the quick rundown of the laws of Equestria, she must sign a document.

"O-kay..." Cauy moves the document across with his hoof to Kira.

Accepting liability for Kira and agreeing to abide by the laws of the Baltimare Governate and the New Mareland State.

There's a lot of legal language, but nothing that really stands out.

Unlike a unicorn who uses his magic or other ponies who use their mouth, Kira uses the end of her tail to grasp onto a provided writing implement and sign her name on the document, showcasing a high level of control and dexterity.
