Yeah, but his current 17 dex would just drop by one to 16. I'm not sure there's anything that Silver would lose out on from that.

I suggest looking a little into it to see if it's viable or better. Not sure if the change in stats will make a positive diference.

As far as I can tell, there's no real difference between having 17 dex and having 16 dex. Meanwhile, going from 14 to 15 strength would add 25 pounds to Silver's max carrying capacity.
Also: is there a way to improve a character's ability scores without having to take the Great Ability feats?

And I believe I also saw something that looked like large shield, almost like old tower shield from long ago. Not normally my thing, but...well, these times are much different from before. Might prove to be useful."

If you said before was true, then some medium armor should increase your AC a little more. Yes, you got lucky at the docks by all those bad rolls by the goons, but that doesn't happen always. Also, I think they sell shields for further AC increase.
