Player characters control their own player characters with a few exceptions. Diplomacy rolls and charm spells from player characters onto player characters don’t work unless the other player wants them to work. The only will saves that players have to honor are from monsters.

Posey almost charmed the bat for 24 hours.

I would like to apologize for the disruption. I wouldn't normally attack PCs, even with charm spells, but I was getting kind of annoyed with all of the unsolicited opposed checks, and he did invite other players to use their skills, so I figured Rosey Ring would show him how we deal with obnoxious bats in Magehold.

If Posey wants to charm PCs, at least a that’s being consistent, as she does it to virtually every NPC. But it doesn’t necessarily work.
