Sorry I missed this question. Enchanting items is usually a matter of casting a related or comparable spell(s) on the item and following it with a permanency spell, which is no simple matter. Permanency involves designating (variable) ~ a month to cast, and costs character experience depending on how powerful the enchantment.
Tl:dr Torcuil will want to check out the books in the library to begin that process.
