His answer: it hasn't at all. The old Monarchy would have preferred to rule everything with an iron hoof from Canterlot. Various groups wanted to reduce the power of the princesses. So rather than conceding power on a national scale, they would concede power on the local level, or transfer more power to the local level, so that any opposition to the Monarchy would be disunited.
At the prodding of a different student, he answers a question about the Fascist Republican "Blackhooves" political party of New Mareland. He stops a moment to say "be careful of the sedition laws and police informants," but talks directly on the topic anyways. He says that the Blackhooves, by their very nature, are a centralizing ideology based on cultural identity. However, they were elected to office on the promise of an independent New Mareland Nationstate. They even called the War a "War of Independence." This provokes interrupting interjections from the students. He holds up his hooves in an expression of "just shut up and go with it." He states that they are in the strange situation of being a New Mareland Pony Nationalist ideology now ruling over a massive, multi-continent spanning multicultural, multiethnic empire. The result has been that the Blackhooves are now the most decentralist power in place since the Griffonian Revolution of 970.
Another student asks a question about what is going on in the Riverlands. The professor promises that like the Empire, they will go into that in vastly greater detail in future lectures

On the way there, he encounters two creatures he knows: Mars Loaf, and beside her, Nadir, who runs up towards Solar Night.
"Hi again, Solar!" she says

"We just got out of Literature together. It's still a little hard, but it's better than I was hoping. The professor said that the class will focus on the voices of those often silenced, and those who are marginalized by society. Like one book is about a mare shunned for infidelity, and another is a story about a mine worker in a strike. Still kind of boring, but he way she explains it makes it seem better to me."

Uh, there's more to it than that, like sex and crime and stuff, but we'll get to that book later in the semester."

The next class takes place in a lecture hall like the one used for the history class. In fact, it's immediately down the hall from that classroom. Solar Night shares this class with both Lunar Nadir and Mars Loaf. Nadir seems to want to sit next to both ponies in this class. The professor, a slightly fatter, middle aged light yellow unicorn in a blue dress, is already at the stand, talking to a female student.
