I have colts in safe location now after fighting off one such team, and I am going to known hangout for him and his gang to get him to call off search, either by convincing him that they are no threat to his gang in any capacity, or if worst comes to worst by destroying his branch of Waterfront Gang."

As best as we can tell, he was contracting to bring in more arms into Baltimare. To start yet another revolt, or at least, to prepare for one.
