There is an obvious schizophrenic rift among the staff, in this case
Lotus who is top boss and
Fasces who is to my understanding a subordinate. On one side Lotus authorize me to post, on the other side
Fasces totally dis-authorize me and expresses his displeasure. This is a very confusing situation indeed.
Also Fasces told me more than once that "The Community" wants me to stop spamming (posting) which implies I'm not considered part of the community any longer.

Staff found to be deliberately removing community suggestions to avoid changes on the site or push their own agenda will be subject to punitive measures up to and including dismissal
This means that we need to attempt a diplomatic solution to a problem if possible. This is why too strict an enforcement of this rule when there is an outcry against the enforcement, such as anonfilly. Anonfilly made sense. Other generals do not. However, people made vocal support for this poster saying it helps the site.
Therefore, we have to talk this out and find a solution to minimize the direct action we must take against him.
