Our players - one of whom is still munching on some random guy's face - nears the once-distant port city, without the faintest idea what to expect.

I see. We go through the door between rooms to the first room, then exit out of that door into the hallway,and then through the window from the second floor onto the ground level. Before this is done, it may be helpful to
1. make a rope of bed sheets to help get down to the ground
2. pick up a table and use it to battle through rats, break the window, and anchor the bedsheet rope, and
3. have tourcil cast a spell stunning rats in the hallway
Roll for whatever needs rolling
Also, is killing were-rats going to have consequences? Ideally I'd like the party to get out out killing no one

Regardless, if they stay and fight, that gives the were-rats time to bring in reinforcements. And this is a town literally based on being a port of call for people whose job it is to kill people for money. They were able to summon ancient weapons of extreme power very easily. It's best not to be bogged down in a confrontation

Yes. No offense, but you just showed up (from their perspective, you've been outside the whole time; they don't know you're even associated with the party) as far as the town is concerned.
