Also, is killing were-rats going to have consequences? Ideally I'd like the party to get out out killing no one

And this is a town literally based on being a port of call for people whose job it is to kill people for money. They were able to summon ancient weapons of extreme power very easily. It's best not to be bogged down in a confrontation
