"It is not a formal community council. We cannot levy taxes nor repair the roads, but we try to maintain something like the governments of the old world. We try to elect leaders to represent the various groups, and we organize our night watch, to keep out gangs and petty criminals. They used to use some smaller building, but then the Union Hall was vacated at the beginning of the occupation, and so we took it over."
Going further down, Silver can see the square he saw the day before. This time, however, there are ponies - mostly fluffy - who stand behind or infront of stands with vegetables, trinkets and other wares
