China was allotting land sectors for developers to build whole neighborhoods of high-rise buildings.
Then the developers had to make an offer for the land to the existent real state owners to then begin the demolition of old structures.
The issue was when the owners wanted astronomical amounts of money for their properties, nevertheless, if the owners resisted to sell, the new construction usually begun anyway surrounding the property not sold.
In this case, I speculate, the landlord is scaring away the machinery around his property because he knows the developers use it to harass him.
In China, these houses on the way of the new construction are called "nail houses".
