There are so many different scripture verses on this. Maybe read through the first few chapters of Romans for some good places to start. Personally, I don't mind OP's thread or question, and like that it was asked.
Sometimes helping oneself involves helping others, especially because no one is perfect and everyone has different abilities, and is at different levels in their lives for various things.
People (and stallions/mares) aren't isolated individuals - they're part of a living organism here on Earth and beyond. Acting like everyone is completely alone doesn't make sense. Even when isolated, everyone is still connected.
To comment on OP's post - if anyone is driven away and into degeneracy by some lazy religious zealotry by a single individual, then degeneracy is where they were going to end up anyway.
Sounds like he's running away from his fears, and not dealing with them properly (personally I suggest he commission more R34 of Aryanne and Applejack, but that's just my own bias).
There's actually a lot of good information on dealing with fear in the Bible, I wonder if he actually read a good portion of it by now - probably not.
How should OP talk to him? Leave religion out of it, and be a friend to a fellow stallion/human and try to help him with his fears - help him help himself and become stronger, and more able to disconnect from the toxic system that's currently crashing/closing in around every living thing.
Easier said than done of course, but that's probably the best way to approach things in my opinion. Neither OP or the friend are probably "qualified" enough for serious Bible discussion (nor am I BTW).

His issue is that he has refused to reign in his personality problems around other people. My hope is that he will mature out of his edgelord phase, and I'll push him to do meditation as well. At the very least this has made me recognize my own failings and encouraged me to fix them so I can be a better example.
It's only fair that I give an update. I cut off contact completely with my friend and after several months of waiting and prayer he's showing clear signs of changing for the better. A mutual acquaintance of ours has remarked how, instead of relentlessly bullying and mocking others for their faults, he is taking the effort to get his temper under control and to guide in reading the Bible. It's wonderful news indeed.
