KNOW what they're talking about. Colleges and universities used to avoid this issue because the teacher actually had to be knowledgeable about the subject they were teaching on (And part of the reason why prices were so "high" in the first place, because you were learning from a pro), but times have changed and education administrations have realized that's it's much more profitable to suck the money out of the wallets of gullible idiots while handing them a fake degree.
