There are indeed several griffins roaming about that train, with coach cars of green livery, on the platform opposite Amber's former train. The luggage car is further down on the train, and Amber may have to cross the tracks to get to it in the shortest, police-free distance.

Let's redo the section. I don't like how the layout of the platforms was not described

The station platforms are "bay" style, with the steam locomotives (all of the locomotives are steam) backing into the platform. The train Amber was on was on a platform close to the main entryway. Amber must walk right past the train in order to get to the other trains. More to the point, the car that Amber was on was the second to last on the train, and thus Amber must pass near the police activity. There are at least two more long platforms past Amber's train, with one having a train on the right side, and thus leaving that platform exposed to view from inside Amber's train.

The luggage car does have the great advantage of being nearly as far away on the same train as it can be from the car of the most activity. Unfortunately, to get to it Amber would need to either walk on the platform past the activity, or cross across rail to get to the car.

The platforms are definitely much lower in activity than before, with Amber's train and the waiting area having been evacuated. There is another train on the other side that still has griffins going to it, who either returned or never heard the gunshots. The police have not sectioned off the platforms to prevent everyone from entering, or at least, they have not done so to unrelated platforms. Amber sees at least four police officers roaming about and two medical personnel, although that is likely only a fraction of the activity.
