I am more interested about the legislative of Equestria. Are there any ministers? Codes? If not I guess NAP is enough.
I think the princesses other than Celestia and Luna work more like governors than monarchs. Princess Cadence rules over the Crystal Empire but the ponies there would still have to answer to Celestia and Luna if they ordered the ponies there to do something. Twilight Sparkle's rule of power always confuses me though. She is a princess and when there is something going on in Ponyville she is the first one they complain too (if its not the mayor) but she will often split the decision with the mane six. However she is still a princess so maybe the mane six sort of work as her advisors maybe? I don't even know if Twilight could be the regional ruler of Ponyville, she just might be a princess in name only and not have any power.
Anyways its clear Equestria is a Monarchy since Princess Celestia and Luna have the authority of the nation. I'd like to think its a Capitalistic Monarchy since the princesses don't often make policies and only do it when there is a crisis and they just let the ponies do their own thing since its clear Equestria has a free market economy in place.
Equestria is a partially decentralised diarchy in an agrarian society. Each province is governed by a mayor, whom they appeal issues such as local threats to the central authority Celestia. She primarily deals with the diplomacy, oversight, national defence, public image, and general rule. All other nobility contain absolutely no power at all. They are just there for looks and influence. Perhaps they did have power before (as seen in the Hearts and Hooves Day episode) when Equestria was more feudal, however it is probable that they proved unreliable due to things like tragadies and wars. Which alludes to Equestria being divided perhaps longer than presumed possibly. On the other side of the kingsom is Luna. Luna plays a pivotal role in what formed the empire in the first place as the bringer of night. Like Celestia the bringer of day. However, unlike Celestia, Luna does very little to rule. I assume it wasn't this way before her banishment. Nonetheless, she has the roles of dream guardian and sneaking in on little foals' dreams. The rest of the princesses are merely royalty in only name, except for Cadance who has juridstiction over the Crystal Empire. A puppet government for Celestia. Actually, I would be remiss as describing it as decentralised to a degree. It's more like an expanse empire with some federal aspects.

Which leaves us to twilight. She has a castle now, one could call that her seat of power. A castle is incredibly important in medieval fantasy warfare, one would presume if the area were threatened the ponies in ponyville and surrounding lands would seek refuge there. This is it seems ultimately the true purpose of princess Errants like twilight and cadence, securing a territory, just as cadence was sent to secure the crystal empire. Thus twilight is not like the mayor of ponyville, being caught in the humdrum of daily politics, but more like the local overlord. Add to that her duties fixing friendship problems across equestria, and she is a very busy pony indeed.
Speaking of, as friendship is a tangible thing in equestria that really does power it’s greatest magic, solving friendship problems really is quite incredibly important. So much so that even a princess can’t be expected to do it alone. Enter the rest of the mane six. The finest citizens of the realm and twilights friends and advisors on the most dire of issues. Oh and the reformed commie, I guess she’s there too. But outside of fixing friendship problems and going on wacky hijinks, I don’t think they play any official political role.

Equestria is pretty decentralised.
Without good infrastructure (I don't think that they have a lot of railroads, and their road system is pretty shitty) and ways to comunicate fast for majority of their populace provinces and towns have a lot of autonomy, and as long as they obey the law and pay taxes Princesses and nobles don't get involved.
Only small part of nobility are landed nobles, majority of them lives in Canterlot and while they have quite a lot power in the city and major politics their abilities to exert their power utside of the capitol is limited.
While Celestia hold a lot of power 1000 years ago she gave up more and more of it as time went, and now while she's still the most important figure in the whole country there are a lot of laws that prevent her from doing certain things. After whole NMM thing ponies were just simpy scared of their rulers holdign so much power over them, and Celestia herself felt realised her failure so she gave up some of her political power.
Pegasi have certain degree of authonomy too, majority of them live in cloud cities and they manage their own affairs because unicorns and earth poneis simply can't do it.
They take care of their own education, they have some different laws etc.
Equestrian external politics is based on their agriculture power. They can produce so much food so cheap that most of neigbouring countries just buy it from them, it's a lot cheaper are more stable thatn having heir own agriculture considering their tech level. They did it for 1000 years so by this point most of countries depend on Equestrian food, and it, not magic or princesses, is the cause of Equestria being in peace for so long. No one dares to attack them because not only they would lose their supply of food, but also everyone else who depends on poneis would defend them.
