My guess is the implication that they need to be rubbed dry. Implying a sensual act. Also water running down skin would be sensual too.
As hot as #2 is in theory, it always reminds me of Ophelia's death scene in Hamlet and ends up giving me the creeps.
Has to do with their similarity with women bathing, especially when it comes to hair (there's a reason why cosmetics companies feature women with smooth, glossy hair). Ponies are intentionally designed to have feminine characters, a fact accentuated in fan art. Their bathing hearkens back to the Classical imagery of nymphs at the waterside. Let's be honest, if we had art class in school we'd always flip through the books to the paintings of nymphs.
