Sometimes, tan skin can also be used to denote ethnicity, but not necessarily African ethnicity. Japan doesn't have the same hangups about using racial sterotypes that Westerners do, so generally if an anime character is meant to be black, they will be very obviously drawn to look black (big lips, kinky hair, etc). Characters that are meant to be Southeast Asian are often drawn as regular anime girls with darker skin, sometimes Western audiences mistakenly interpret those characters as being black.
