Thus, it stands to reason that if they want to finance human DNA modification, they aren't going to take the time to fill out an executive order that announces what they're planning to do.

A much simpler explanation is that this order is just more of the usual Federal gobbledygook that appropriates large sums of taxpayer money for some very general purpose, and the wording is vague enough that it can be translated into huge cash giveaways for all sorts of silly nonsense.
