How the hell can i build sock puppet accounts on twitter without purchasing a burner phone? Even after you register with email it still demands that you link a phone number.

When they block the account (automatic block after registrering), go to the help page and ask them to unblock (or how the system is). You will get automatic response asking you to register phone number. Reply to email asking them to unblock the account and that you don't want to give them your phone number, and explain that you obviously are not a bot. Worked for me when I did it a long time ago.

ez, use a SIP phone service...
use callcentric.com or something similar, its like $5 for a month for the basic phone number thing, plus a little extra for SMS capability.
I use linphone software, but there are tons of SIP software systems that will work, or even use a cisco SIP phone or similar. Pretty sure android has SIP software packages so you can just connect to that over wifi.

You can register using google voice number. 1000 emails, 1000 phonenumbers.
