While humans naturally have a tendency to emulate the behavior of other humans they perceive as heroes, the predictive programming theory doesn't take "hindsight bias" into account. We would have NEVER imagined that passenger jet airliners would actually go on suicide missions to kill thousands of innocent people, but today, if you see that 1 second frame from the Simpsons with Lisa holding that famous New York magazine with the 9 cents and the twin towers in the background, our hindsight bias after 2001 will cause us to freak out and question why we didn't see this coming. But in reality, if you're a 7 year veteran trader like I am in crypto currencies, you really need to be self aware of your own hindsight biases. That's where some aspects of predictive programming seem a bit far fetched.
But with that being said, film as a propaganda tool is a very recent invention, and although it does seem to be an effective way to persuade the masses, we won't know for certain until some CIA documents get declassified 50 years from today and we find out that our government or CIA has been using this as the defacto tool to get a foreign nation's people or leaders to do what's in the interests of the CIA AND realizing that this technique becomes a very effective way to perform a kind of mass mind control of a population by giving some Hollywood producers a couple billion dollars to produce content for a foreign country with hidden subliminal messages.
Is it possible that our CIA might have gotten a bit arrogant and corrupted that they decided to turn this predictive programming strategy around on it's own people? Yes, maybe China and Disney play a part in it. However, we have no historical context of this. We don't know if this is really even a thing that countries do, because Film and Movies have only been around for a bit over 100 years.
TL:DR
It's an interesting theory with a lot of merits, but we won't know for sure if it's effective for another 60-150 years to get some historical context.
