I've seen this video before, but I have not read more into it sadly.
Since it is a video apparently from '05 a fun theory would be that the "vaccine" backfired and instead of reducing the activity it instead increased the activity in the region of the brain spurring on the creation and spread of ISIS.
I can't claim to know too much about medicine to give a good answer, but the idea of changing the behavior of humans through inoculations is not beyond the realm of possibilities I think. Question is if it will have lasting effect or be like other prescribed medicine used in psychology and only give temporarily change. The brain is rather set in its construction after it is formed, and besides sustained introduction of inhibitors (or the like) to cause changes, only blunt trauma (or electroshock) comes to mind as a more permanent way to change someones personality (ignoring brainwashing in this analysis).
