There are probably several areas of magic that are banned. There doesn't seem to be any kind of magical limitation that prevents these varieties of magic being used though.
We see Twilight using Sombra's dark magic, her using the "want it need it spell," and various compulsion spells used by Starlight Glimmer. These are definitely spells that
ought to be banned, although there is no magical limitation stopping them from being used, nor are the characters punished for using it

Taking away the abilities of unicorns and alicorns to cast magic deprives them of their natural talents and their abilities to basically do anything, so they would be persecuted under these policies and so these policies would be racist. (Believe it or not, gun control legislation in the USA has a racist past to it as well and still has racism involved in its enforcement as well.)
The most recent terrorist attacks on Equestria involved magic theft and an inability to fight back, so it’s possible Equestria could have something equivalent to the Second Amendment post-finale.

>>257055The only way I’d imagine this being possible is if a pony is capable of manually overriding the disabling spell and breaking the seal, unless the disabling spell disables magic at its source, i.e. it disables the flow of energy from the mana pool to the horn or disables the formation of new magic energy and saps the existing magic out like Tirek did. (The latter one would be the most ideal, but likely isn’t what happens, as Rarity’s cutie mark remains intact throughout the clip.)
That being said, there would likely be some form of magic detection, similar to Sci-Twi’s amulet, in airports, etc. that would allow officials to monitor the rooms for magic use. There may be no way around it without looking suspicious.

It's only in a private property - stadium - which ponies agrees to enter in, because unicorns did and will abuse of magic to influence games.
Turns out magic also could have saved lives and since no one had any, makes them vulnerable.
Morality : Magic demagnetizing gates should be forbidden and only a faraday cage should be used to prevent unicorns to influence games or cheat or anyting.

Although I could easily imagine why they would outlaw magic control, not allowing for it would mean that enemies could easily be able to use magic to their whim and perhaps bring down planes or incinerate people in arenas. It is indeed apparent that no clear solution may exist for the issue.
