I wouldn't say worst but she is a nutcase at best. On the other hand her desperation and panicking is kinda fitting and the whole corruption theme of the episode together with the bloated and ignorant Trixie made for a good show.

I don't think it changed for the better.
Viewers care a lot more about what's happening on-screen when it's happening to characters they care about.
Two random ponies going to pony france to stop two random noponies from fighting over a grape? Lame.
Two ponies having a serious friendship-threatening crisis? That's a big deal because you care about these characters and their relationship.
