Wrong approach I think.
What you describe is only the symptom of the prevalent rot coming from the top.
Patching the symptom is necessary but cracking down on the cause is the key.

Then, two fold a city cleanup. (Remove stupid useless shit like bike racks under a bridge).
Any stores that get rid of 'expired' foods acquisition those foods for soup kitchens. (Staff it with those homeless volunteers.)

Step three: Allow gardens and mini farms. Clean up shit areas. Mandatory sterilization for problematic groups. (REMOVE WELFARE and related things)

Step four: Mandatory Gun handling. After successful completion they get a handgun. (With bullets.)(Behavioral reeducation to remove the bystander effect)

Step five: fitness / wellbeing communal activities

Step six: remove mandatory taxes.

Step seven: Streamline the government in the event of your passing or giving up the power.

The problem with cities is that they always need to import goods and necessities to function without death, crime, and problems.

There are too many people.
Everyone is a stranger. (Two options make it so they think all strangers are good or make it so they are no longer strangers at least superficially)
Any problems are magnified greatly.
No limit to stupidity. Stupidity creates problems like above all problems are magnified.
Cities have three things good for it.
Lots of people.

Aura of having everything nearby. (A grocery on floor one, a coffee shop on floor two, ect.) Don't mean that's true though.

Actually doing anything in the real world is really fucking hard. With that many people in one place all it takes is three people to make a panic and the entire city is on fire.

Well Vancouver has the exact same problem. They just rounded up the ones committing crimes and gave them a choice, jail or ride the ferry to the island. Then deported them to Vancouver.
