Well, maybe the theory it's truth: Starlight wanted in "the cutie map" to brainwash twilight to boost the expansion of their ideology, so she never really changed, she "infiltrated" equestria's rulling class by influenciating twilight, once this was done, then twilight striked the academia opening the ponies version of the frankfurt school and undermining the EEA academic and educational power, since one of their core values is nationalist ethnocentrism(The chancellor putted ponies always first as a principle of the whole EEA).

Balkanization will take place at the end of season 10 to start G5 right there.
