My limited understanding is that the war was going in Syria's favor. A chemical attack would invite foreign intervention on a scale capable of crushing them. It makes about as much sense as Syria doing something outlandish like declaring war on the United States.

It's been fairly conclusively proven that most of the chemical attacks in the past were done by Assad's forces, despite the best attempts of russian fake news shills to try and argue otherwise: remember all the tantrums thrown by people about how it was a "hoax" when Mattis pointed out it wasn't the Americans who had proof, despite all the available facts, especially flight path data of the projectiles, pointing to the origin of being within territory controlled by the loyalists? If you're a second rate commie dictator and want to end a conflict sooner rather than later, use of weapons that cause terror among a populace are definitely the way to go.
