I am unarmed because I live in university housing and they have a strict no guns policy. At some point I'm going to move off campus, and get myself a few guns.

Also here's a video that explains how to rifle a barrel easily. Without going into detail, it makes the bullet spin, so it's more accurate. Think how the feathers on an arrow make it spin, same shit.

I would definitely want to make firearms for myself and my friends, but how do you make ammo? Without a way to make ammo there's no point in making guns either.

You can look into selfloading, perhaps start with shotgun as it should be easy getting that in Finland. Also joining an gun club shooting pistol you would likely after a while be able to apply for a handgun and then you will be able to buy ammo for the gun you buy.
If you want to do it on the low you could probably go to the range and pick up brass to reload, get some led to cast the bullet from, and you can probably use reloading shotgun as reason to get primers and such.
But .22lr should not be a problem getting in Finland, buy a .22lr rifle and you are god to go. Or getting a higher caliber rifle should also not be a problem in Finalnd.

Can't get any kind of firearm because of mental issues. I would have gone on a rampage long ago if there wasn't gun control to prevent people like me from getting firearms.

Can't get primers either,unless there's a way to use capgun strips somehow. No easy access to gunpowder either except by disassembling fireworks (which I do have though), and after a bombing incident even explosive nitrate fertilizer has been banned.

This is also an possibility, if you do dieseling of an air-rifle you can get comparative speed and impact of an .22lr (granted the airsoft gun might not be as durable after prolonged dieseling shots)
