My two cents on this is that it shouldn't be a surprise. We threw Trump into drain the swamp but he made it pretty clear he wasn't going to be a bomb in like we wanted. This is a pretty political move, which although its savy in politics is exactly what I didn't want in the presidency.

Trump avoids a government shut down so that he can show he is willing to compromise to keep things going. Its a way to say I've gotten shit done for the midterms. Its how you play politics in DC, which is what I didn't want but if anyone is surprised that this is happening they need to grow the fuck up and understand this system is embedded in our Constitution and won't change unless we burn it down. One man, nor a movement can fix this problem in our government.

It's the same long-run strategy he's using with the refugee ban and it's pretty much all he can do; unfortunately the framers of the Constitution never took into account a scenario in which all branches of government became equally corrupt and started working in tandem with each other to muscle out the people, and that's the short version of how we got into this mess in the first place. You have to work with the tools you have. In any case he clearly has no legal obligation to spend the money just because it was allocated.
As far as the Dreamer crack goes, I think it's less an appeal to Dreamers as it is a jab at the Dems. He's basically reminding everyone that the Dems were crying about Dreamers and using them as a talking point but have thus far done nothing to help them even though the deadline has passed. Democrats are basically just using them as political ammunition the same way they do with blacks and gays and all their other pets, ultimately they don't give a shit about anything except staying in power, same as most of the Republicans honestly. Dreamers are never going to vote for Trump, but they don't have to turn out in droves to support Democrats either.
