I would imagine what NK describes as "unification" translates as "surrender" to the rest of us.

The problem is that "unification" is just a propaganda ploy of the Norkies. If unification were to happen there would be no way for Rocket Man to stay in power. Once crimes against humanity are brought to light it'll be all over for the Norkie Government. Once negotiations just happen to break down again, Kim will start testing missiles again. The only way out of this mess is war, or a really crazy, improbable deal that brings peace.
