If anything like here in Norway; a government shutdown would only be on political level. So no new laws would be passed, and a new budget would not be made. The government would turn into a protectorate (more or less) that will keep vital government functions running like school, health, fire, police, justice system, infrastructure, etc. But no new projects would be started, so they might stop the wall for a while. But they would also turn the government into a minimal government. But since the US is a republic President Trump still have executive orders he can sign I assume.
