If you have enough time and motivation this can be done in like 2 weeks. There's three licenses Technician, General, and Extra with different privileges mostly relating to what frequency you can broadcast on. Keeping it simple technician is for local communication uses line of sight and repeaters and whatnot at VH frequency so talking to people within your state, and general is long distance communication bouncing High frequency waves off the ionosphere so other side of the planet, extra gets you a wider range of either. US licenses are good for 10 years you have to take the tests in order, you need to pass technician to qualify for general, but you can take them all in one sitting. Tests are generally run by other enthusiasts and you'll have to pay like $15 when you go and take the test. After you pass you need to wait to get your callsign from the FCC before broadcasting.

I'll get stuff together, I'm learning it myself so I've been studying up on the test, general knowledge, which radios to buy, etc. I'd be more confident if I had my license and more experience but I'll just have to wing it for now

That would mean the morse code should be used in a comical way somehow and it should be easy to understand.

You can do data over ham radio, so why not? It might be a fun hack to do it that way, but if you have more practical goals (like controlling lights or transmitting temp readings from an Arduino in a greenhouse or whatever) there are reasonably priced prebuilt modules that would be an easier way to do it.
Don't let me discourage you if you have an idea though, figuring out ways to solve a problem can be rewarding and definitely more useful than just throwing money at it and spending the time shitposting instead.
