US licenses are good for 10 years you have to take the tests in order, you need to pass technician to qualify for general, but you can take them all in one sitting. Tests are generally run by other enthusiasts and you'll have to pay like $15 when you go and take the test. After you pass you need to wait to get your callsign from the FCC before broadcasting.

It might be a fun hack to do it that way, but if you have more practical goals (like controlling lights or transmitting temp readings from an Arduino in a greenhouse or whatever) there are reasonably priced prebuilt modules that would be an easier way to do it.
Don't let me discourage you if you have an idea though, figuring out ways to solve a problem can be rewarding and definitely more useful than just throwing money at it and spending the time shitposting instead.
