I can understand that they want to avoid the chimpout, but I think it will come anyway.
Someone has to go to prison unless all the ankle bracelets means they are already "serving their time". If it comes out that a high level pedo-ring that used their wealth and power to fuck and God knows what (we can only speculate at this time) to children got away with nothing more than ankle bracelets the judicial system would loose all credibility with upstanding citizens. This would embolden the chimps and we will get a slow and steady increase in chimpouts.
If people start to go to prison (and/or they start ceasing assets) someone of those affected will start to talk no matter how low key the officials want to keep it and leak their twisted version to the "media". The chimpout will be over criminals that goes to prison. California might succeed because it is a leftist shithole. But the government in the rest of the country will gets a reason to start hauling away Antifa and other leftists that are destroying property all in the name of saving paedophiles.
So of those two scenarios I would prefer a big chimpout instead of real people loosing faith in de judicial system.
