Since there was found several weapons in his car we could assume so. At least the church was not the only target. Luckily a upstanding citizen had a rifle and shot the suspect and managed both indirectly and directly to stop him going on a continued killing spree. This is an good example of how a gun in the hands of an upstanding citizen saves lives.

He's had military service in the Airforce and spent some time in bible school. It's possible that he was an insider of the community, although I'll add that it can be assumed he drifted away.
