First is based out of Cairn Wharf on one of the few combat ships still in service, they travel to Argenta a lot. Sea's Bounty might know where the Blacksails are now, they were the ones that built most of the Moors ships.
Neighsians use a few different methods. External plating is still used as armor armor but it either becomes bonded to, synced with, or hangs on Airstreams while in transit. Probably keeps their ships from drifting like that one big fleet did a couple thousand years back."

Neutron weapons are one of the few types we don't have marely records on except for highly specific circumstances: typically deployed against Planar Infected, sometimes Corrupted, smaller Riftseekers, mutated Planars or sub-Planar descendants, and so on. There have been several reports of use against Construct-modified ponies after succumbing to a berserk state. The remains of those are often destroyed with a few hundred bursts of plasma afterwards.
