this operation wasn't on the government's payroll through official channels. The money probably came from US taxpayers, but through obscure channels, untraceable, or at least difficult to trace. Maybe they nuked it because they got cold feet (and not solely because they lost their funds).
Regardless, I highly doubt that incompetence would be tolerated in a domestic (and foreign) psychological operation of that magnitude.
