Alright, from what I've gathered. it seems that this outage is primarily an AT&T problem.
Most cell networks from other providers are fine, but anything that runs with AT&T as it's backbone is hit the worst: particularly networks that use AT&T for roaming.
Now the real questions:
Incompetence?
Malice?
Inside job?
Social engineering?
A combination of the above?
This is why everyone needs a HAM radio and at least two NPR 70 modems.
