Speaking as a certified anime pro, I might be able to help here. There is a fashion subculture in Japan called Ganguro that involves tanned skin, heavy makeup, garish clothing, etc. From the Wikipedia description:

In anime, a character will often be drawn with a tan to imply that they are meant to be ganguro or something similar. Even though the subculture was more of a 90s thing and it's more or less dying out, elements of its fashion are still used to denote a certain type of character. Culturally, the stereotype is that ganguro girls tend to have looser sexual morals and often speak in a loud, brash manner. If a character is meant to be seen by the audience as somewhat crude, slutty, rebellious, etc, even if the character is not meant to be explicitly ganguro, sometimes the character will be drawn in a way that suggests it, ie by giving her darker skin than other characters. It's similar to how in a Western cartoon, if a character was supposed to be somewhat edgy or rebellious, you might draw them wearing punk clothes, even if being a punk-rocker isn't necessarily part of their character. There's actually an anime series called Peach Girl where the premise is that everyone thinks the main character is a slut because she tans easily.

I'm not sure about the horse girl in the video since it's not a character I'm familiar with, but Sunset Shimmer definitely seems like a character that a Japanese artist might interpret as having some ganguro-type attributes.

Sometimes, tan skin can also be used to denote ethnicity, but not necessarily African ethnicity. Japan doesn't have the same hangups about using racial sterotypes that Westerners do, so generally if an anime character is meant to be black, they will be very obviously drawn to look black (big lips, kinky hair, etc). Characters that are meant to be Southeast Asian are often drawn as regular anime girls with darker skin, sometimes Western audiences mistakenly interpret those characters as being black.
