in Japan, all animation is referred to as anime. However,
outside of Japan, ie literally everywhere on earth that's not Japan, the term "anime" refers specifically to animated works produced by Japan. It is a subgenre of animation, not a blanket term that can be used interchangeably with animation. Words matter, and you should use them correctly. If it is animated, but not Japanese, it is not considered anime. Hence, there is no such thing as Western anime.

Pics 1 and 2 are
anime, because they are animated works produced in Japan, for Japanese audiences. Note that most anime works have a distinctive art style, but the art style alone does not distinguish a work as an anime.
Pics 3 and 4 are
not anime, even though the art and the subject matter are similar, because they were produced by Western animation companies, with Western writers and Western artists. Despite having clearly drawn their inspiration from Japanese art styles and story themes, these are Western animated series, not anime.
In Pic 5, even though
both series are literally the same story with the same characters, the series on the right is anime, whereas the series on the left is not. In this case, the Japanese series is based on the Western series. However, even though it is derived from a Western story and Western characters, it is produced by a Japanese studio for Japanese audiences, and is thus anime.
