I highly doubt this is true.
The 3DS has been hackable this whole time. Nothing can be done about it, either.
That said, he might resign due to the fact that he doesn't make any public appearances, he was a "bean counter" before, and he might not feel like he can handle the job.
We probably won't know until the next console if he's able to handle it or not (since that'll be the first one he had to do on his own, switch had some Iwata behind it)
