My phone boots to this now and wont actually turn on with out safe mode, even after a factory reset. Anypony know what this is or if its a brick now.

Anyways OP, are you trying to run some alternative OS on your smartphone? Some OS just dont work with certain types of smartphones.
I am not an IT guy but I recommend getting droid OS that came with your phone when you bought it.
Its weird that reset doesnt work. Maybe phone's settings were modified and now ita trying to factory reset into alternate OS?
