The Washington metro area houses about 6 million people and lots of them will be driving from their houses halfway across the country anyway. It occurs to me that in the age of electronic communication and smartphones/laptops, a government can operate uninterrupted even in the wake of localized happenings like this. If you actually wanted to interrupt the operation of the country's government, a more effective action would be to destroy cell towers, cut fiber optic cables, and take out power lines in the region. Bringing down power and communications would do so much more to disrupt the government than just taking over some rooms in a building. Not to mention it'd be much more difficult to defend against, since there are so many potential infrastructure targets and you can't post guards at them all (and, if they did post guards at every street and tower, that itself would be costly and troublesome for the government).
