Okay, checking the Repair skill, it can in fact be used untrained, and you can take 10 on it.
If we consider the boiler a "complex machine", it should be a DC of 20 to restore full functionality, and it should take one hour of work (which is also the same amount of time it takes to repair a damaged section of a mechanical or starship) with one worker. Multiple repair ponies making primary checks could reduce the amount of time, while secondary ponies aiding another could boost their skill checks (assuming enough tools are available).
Characters with ranks in relevant craft skill (Silver) could roll that as well.
If the remaining party members and non-repair NPCs all roll to Aid another, about half of us should succeed (the DC is 10), that could be some +12 to the primary with half decent luck, so the repair ponies should be able to take 10 even if they have low low mods (if they're repair ponies, I would assume they have max ranks in Repair/Craft though). We should have no trouble doing it within an hour.

Her unseen servant shines a light from behind her and her cutie mark "Rosey Ring" talent activates (the Mark of the Tattoo'd Mystic), the ring of fire on her plot glowing as her head is backlit by a ominous yet beautiful crimson halo, like a cruel angel, shining with the red and gold that is so common among propaganda. She strikes a cute, slightly seductive pose, swinging her hips and pumping her hoof with a smile that is evocative of contemporary Equestrian and Stalliongrad wartime workers propaganda posters that these sailors should be familiar with (taking 10 on Bluff for acting and seduction, modified 24 on both).
