I don't know if he is the main contributor, as it appears multiple people are working on parts of it. But he did say he would fund anyone that would help him make a pony mod and then later he revealed that there was a pony mod, so I assume he got a crew together.

Since 1.18.8 (and .6 unstable), not 1.17.11.

Literally just download the correct SDK files for .net7 (dotnet-sdk-7.0.401-win-x64 works) and unpack them into the correct location (C:\Program Files\dotnet\shared\Microsoft.[BLAH].App\[version], you need AspNetCore, NETCore, and WindowsDesktop).
