Nogs do the same thing. A friend of mine once had a black roommate who subletted a room in a house the friend’s mom owned and rented to him. The nog eventually got evicted because he lived there for three months and did not once pay rent. He had an outstanding warrant because he had a court date a few weeks prior which he had blown off, which I think had resulted in a de-facto guilty plea or something to that effect. Long story short he knew he would get sent to jail for at least a couple of months which meant free room and board, so as soon as my friends mom kicked him out he went down to 7/11 and called the cops on himself for loitering.

This is just proof that incarceration isn't an appropriate punishment for petty misdemeanor crimes. Locking people up in prisons for tens of thousands of dollars at taxpayers' expense for a crime that did a net ~$10 worth of damage is wasteful, ineffective, and sometimes even cruel.
The better solution would be to just give the petty criminals a lashing with a whip and send them back where they came from: they could be in and out in one day.
It would also solve the problem of people committing misdemeanors to get put in prison because it's better than being homeless.

The above only applied to Roman citizens, slaves and foreigners had not such a treatment and death penalty was a common punishment.
