Without knowing who this woman actually is and why she's crying, the viewer of this image can't do anything but speculate. The added text is just the viewpoint of whoever added it; there is plenty of room here for additional interpretations. Maybe this woman's friends threw her a surprise party for her birthday, and she's crying because she was moved. Maybe she's married with six kids, and her
family threw the surprise party. We don't know, and there's no context here to clarify.
By adding text to a generic image like this, the meme-creator is just blatantly putting words in someone else's mouth in order to confirm his own viewpoint, which is inherently sausage. Even if this really is some cat lady baking herself a sad single-girl birthday cake, the meme is subtly self-defeating. Regardless of what the actual context is, this just looks like some incel grabbed a random image and wrote a fake caption. In fact, a simple reverse-search of the image confirms my point, as pic 1 illustrates: a bunch of insufferable twats on Instagram took one look at this and immediately started riffing on the anonymous incel who probably created it. Incidentally, the reverse-image search did not turn up any clues as to where this image originally came from; some vapid troonish-looking woman calling herself "DreamLeaf" seems to think it was AI generated, which is plausible.
Now, compare your image to image 2. This has plenty of context: Anita Sarkeesian, a real feminist whose identity can be easily confirmed, staged an elaborate wedding-themed birthday party to celebrate being still single at age 41. Nobody secure in themselves and happy with their life choices would feel the need to do something like this. It doesn't even need a caption; it's sausage and hilarious on its own.
Sorry if I come across as some kind of meme-snob, but the meme war is more relevant than ever these days, and I feel like it's important that the right retain its edge. As an added bonus, I've also added a few edits of your original image that should hopefully illustrate my point further.
