Are kirin horns sensitive? What about the "chevrons" on them?

The horn is to have a mild roughness to it, but a "chevron" is to be smooth and either form a slight bump or a depression. There is to be a distinct cut-off line, and if one were to caress the horn top to bottom or vice versa, then the contrast between the roughness of the horn and the smoothness of the "chevrons" would be palpable. The horn is to be receptive of touch but not pain. When glowing, a feeling of liquid warmth is to ensue. Perhaps there's a bioluminescent fluid circulating through the horn. Crudely put, it is as if a nail with a vein.

I liked it enough to upload to poner. It's really cute, but also quite funny. I think it would be rather in-character for her to pretend to be Apple Bloom while wearing her bow, ensuing some shenanigans.
